The first phase of the Digivision 2030 project, a joint initiative of Finnish higher education institutions, ran from 2021 to 2025. With total funding of around EUR 49 million, it built a national digital service platform and launched Opin.fi, a new service which for the first time displays the open studies offered by all 37 Finnish higher education institutions on a single site.
Previously, the higher education institutions’ digital services and courses were scattered across dozens of different sites, which made finding and comparing studies challenging. Digivisio 2030 project created a solution that makes continuous learning and competence development more accessible and flexible for everyone in Finland.
Opin.fi – an easy way to find open studies
The most high-profile result of the project is Opin.fi, a service for learners. It has proven popular: already during its launch year in 2025, the service recorded 380,000 visits in 2025, which led to 26,000 clicks by users who registered with the higher education institutions’ own systems. The service provides an easy way to search, compare and select open studies. In addition, its “My Data” section makes centralise viewing and use of their attainment data possible for learners.
A strong technical foundation combined with a unique cooperation model
The technical backbone of the service consists of a national digital service platform and an HEDS/HEDI API model. These standardised solutions ensure that the data in higher education institutions’ systems are of a high quality and make navigating between the systems smooth, reducing duplication of work and improving the efficiency of the entire sector.
What makes the project unique is its cooperation model, which has engaged all 37 Finnish higher education institutions in active development efforts. The input of hundreds of experts has ensured that the developed solutions meet the needs of the entire sector and create a new kind of culture of change management and cooperation.
The project also had a strong focus on developing e-learning. The result was the higher education institutions’ shared vision of e-learning and 12 open training modules for teachers aimed at supporting high-quality and accessible digital teaching.
New benefits for entire society
The outcomes of Digivisio 2030 project’s first phase produced significant benefits:
- Learners gained more flexible and accessible learning paths that support lifelong learning.
- Higher education institutions boosted their digital capabilities, enhanced their operations and strengthened their cooperation
- Society will benefit from higher skills levels, smoother transitions from education to the labour market and better accessibility of education.
First phase results have provided a sustainable foundation for Finnish higher education’s digital future. Digivisio 2030 has now moved on to its second phase, which will focus on further development of Opin.fi, flexible degree studies, advancing the cooperation between the higher education institutions and promoting international interoperability.
