Digivisio project has published its action plan for 2026. This year, the project will have a particular focus on promoting the KOTI reform, improving higher education institutions’ position in the continuous learning market, and expanding the target group of Opin.fi. Digivisio will also support the higher education institutions in deploying a uniform integration model for the HEDS/HEDI interface and preparation of further plans for Digivisio 2030.
The targets of Digivisio 2030 for 2026 are:
- KOTI reform will enable further development of the higher education institutions’ platform, support the harmonisation of data, and lay a foundation for using student data for different purposes.
Digivisio sub-project is progressing as planned: the schema work will be completed and the implementation phase begin. The project supports the higher education institutions’ change work and harmonisation of data. Higher education institutions influence the overall reform through the sub-project. - Opin.fi will improve higher education institutions’ position in the continuous learning market, and the target group of the service will expand to degree students and learners entitled to a study voucher.
The recognisability of Opin.fi will improve, and the service will bring visibility to the higher education institutions’ continuous learning offering, increasing registrations. The service will also help degree students find open network studies offered by higher education institutions.
Study vouchers for Opin.fi will be brought out on the schedule determined by the Ministry of Education and Culture. The higher education institutions will tap the data produced by the service to develop their offering and actively market the service on their channels. Cooperation between development and production will work seamlessly. - The harmonised integration model will make it possible to phase out point-to-point integrations.
The HEDS/HEDI interface deployment will reduce the need for point-to-point integrations and improve the efficiency of data management. The higher education institutions will have planned their deployment schedules, and a significant number of them will deploy the HEDI interface. - The higher education institutions will have agreed on the next steps of Digivisio 2030 and defined the next goal state and use cases for their shared platform.
The higher education institutions will have committed to wider use of the platform and agreed jointly on the next use cases of the platform. A follow-up plan for Digivisio 2030 and different actors’ roles in the cooperation will have been defined.
The action plan for 2026 was approved by the General Assembly in December 2025.
